The National Institute for Reproductive Health (NIRH) is the first national reproductive health and rights organization to go on the offense, focusing on proactive state and local policies that expand just and equitable access to reproductive health care, including abortion.

NIRH works hand-in-hand with reproductive health, rights, and justice partners and allies in states and cities across the country to build coalitions, launch campaigns, and successfully advocate for proactive policy change.

NIRH launched the biennial LRFI in 2017 to demonstrate the crucial role that localities play in the fight for reproductive freedom. The indicators and policies included in this report are grounded in our extensive experience partnering with elected officials and advocates across the country and passing proactive policies in multiple states and localities. Since its launch, the LRFI has played a pivotal role in reproductive freedom policy and advocacy by providing a roadmap for local policymakers and advocates to advance reproductive health, rights, and justice in cities and counties across the country.
